Is Chinese Communist Party as efficient at helping as it is at torture and killing?

It'll be interesting to see how quickly and efficiently the Chinese Communist Party come to the aid of the suffering victims of yesterday's huge earthquake in Sichuan Province. Let's hope they are every bit as efficient at helping the people in distress as they are at torturing and shooting the Tibetans who are protesting at the abominable treatment meted out to them for the past half a century at the hands of the Chinese Communist Party!
I have my doubts though - considering the active support the Chinese Communist Party (aka Government of the People's Republic of China) is lending the hideous regimes in Sudan and Burma despite the despicable policies of the so-called Governments of both these countries. The Immams in power in Khartoum are actively pursuing the genocide of the people of Darfur, while the Military Junta are deliberately allowing hundreds of thousands of Burmese suffer and die in atrocious conditions in the aftermath of the recent cyclone by turning back thousands of tons of medicines, emergency shelter and food from its borders. It just shows how depraved some humans are.
