Decentralisation me bollix!

This morning on the news we were once again treated to a PD/SS so-called "Minister of State" (de eFFing Party's codeword for Jobs for de boys), in this case for Finance (read Pickpocketing-the-Citizenry-in-the-Name-of-Progress), defending the record of the current PD/SS-FF coalition in the matter of “decentralisation”. The said Tom Parlon stumbled and stuttered his way through the interview without saying anything much at all as is the wont of every Tom, Dick, and indeed, Harry in dis current Banana Regime. Not surprisingly he totally failed in his attempt to defend the indefensible.
For, this policy of so-called “decentralisation”, introduced as a diversionary tactic (to deflect attention away from the atrocities against equality and fairness in society he was about to commit) by one Charley McGreedy during a budget speech when he was Minister for Rip-offs, Hidden Taxes, and The-less-you-have-the-more-you-pay a few years ago, has nothing to do with decentralisation. All this policy is doing is moving civil servants to other locations outside of de capital of dis here Banana Republic. It is NOT decentralisation.
Wikipedia defines decentralisation as ... the process of dispersing decision-making closer to the point of service or action - see for yourself!.
Whatever de current Banana Regime claims to be doing, it is NOT (I repeat, NOT) dispersing decision-making. The decision-making remains as always in the firm grip of senior civil servants (no doubt de Ministers of de Banana Regime would demur) in the capital.
